MMDA’s single ticketing system to start March 1

MANILA, Philippines – The Metro Manila Development Authority (MMDA) will begin its implementation of the Uniform Ordinance Violation Receipt (UOVR) system for traffic violators in Metro Manila on March 1 (Thursday).

MMDA Chairman Francis Tolentino said the National Printing Office is set to deliver an initial supply of the new tickets to 17 Metro Manila local governments.

Under the new scheme, a motorist may not be issued a new ticket if he has already been issued a ticket in another area for the same violation. If a violator’s license gets confiscated, the ticket will serve as a temporary license.

However, a violator will still be issued another ticket if he is apprehended for a different violation.

Tolentino said ticket tampering will be difficult because of its security features.

He said they are currently working to centralize the system of settling fines. At present, a motorist can pay the penalty and redeem his license at the traffic office in the city where he was apprehended.

“Kung nahuli ka sa Las Piñas, ang bayad niyo po ay sa LGU (local government unit) ng Las Piñas. Kapag nahuli kayo sa Pasig, ang bayad ay sa LGU ng Pasig,” Tolentino told dzMM.

“[Sa UOVR], yung tickets sa Las Piñas ay ioo-honor ng lahat ng LGUs sa Metro Manila. Hindi kagaya ngayon na yung ticket mo sa Las Piñas ay hanggang Las Piñas lang.”

Tolentino said the UOVR is in accordance with Section 5 of the Republic Act 7924 (An Act Creating the MMDA), which requires a single ticketing system for traffic violators.

He added that the next phase of the UOVR will deal with the creation of a uniformed traffic ordinance and penalty system across the metro.

Last month, the 17 mayors of Metro Manila who compose the Metro Manila Council approved a resolution for the adoption of a uniform or single ticketing system for traffic violations across Metro Manila. The MMC is the policy-making arm of the MMDA.

Tolentino said the resolution was approved with support from the various transport groups such as the Federation of Jeepney Operators and Drivers, Pangkalahatang Sanggunian Manila & Suburbs Drivers Association, and Pagkakaisa ng mga Samahan ng Tsuper at Opereytor Nationwide. – with The Philippine Star
